The first part of your question is fine but your second part about public education is way too broad.

What impact did the Brown decision have on...
maybe you focus on Portland Public Schools or race relations in the Pacific Northwest or you stick with the Little Rock Nine.

Hahaha, I was thinking Hendrix too, but I figured it would not be "serious" enough. If he says yes to that, I will have to bang my head on the wall...

Your question is WAY TOO BROAD!! Narrow your focus. Perhaps focus on a key individual like General MacArthur or Admiral Chester Nimitz.

If you're really interested in the Pacific front in WWII check out any information you can find on Operation Olympic. That would be a very cool focus of an IA.

I understand you want your focus to be on Hendrix. HOwever, what do YOU think your central question should be. BE SPECIFIC!!!!!!

I would shy away from Hendrix unless you can make it work in the context of American history. I'm having a real hard time helping you with this.

Big band jazz took off in the 1930s and became as close as it has ever come to being America's popular music. I think I can find good sources, but I'd rather not have a question that's "fine, I guess"...you know? Should I not focus on music and pick a different topic?
