When you mentioned how a lot of people have unrestricted access to the internet, I think that most parents don't try to restrict it because they know their children are a lot more tech savvy than their parents are and can work around most blocks pretty easy.
Take me for example, given 10-15 minutes, I could break or work around any restriction in my way.
I think a lot of parents aren't comfortable letting their kids have that much access to the internet, it's just a matter of they can't stop them.
